Because honestly, the amount of easily-obtained loot in cryostorage is insane and needs to be addressed. For example: revolvers, captain's spare IDs, energy guns, tasers, pinpointers, and much more can be easily obtained as a civilian on a high-pop round from cryostorage.
I can see the counter-argument of "well drop your secure things off at your department before heading to cryo" being somewhat valid; however usually what your average person does is just disconnect and then get shoved to cryo so they don't take up a job space. This, along with the rule of not looting SSDs, means that you usually have a lot of gear knocking around in cryostorage that has no ID requirements.
Cryo should check the access level of an item and then dispense it based on if that person has access. Alternatively, have a separate, secure console behind a restricted door that dispenses the secure stuff e.g. tasers and have the currently-existing one be able to dispense only the low-risk stuff.
