Well what did you expect? It was meant to be overpowered... mostly used by traitor geneticist and grey geneticists.
It's the CMO (RD?) job oversee and control genetic modification. If shit hits the fan a more than competent CMO can deal with the situation.
SS13 is meant to be harsh, suck it up. Genetics is just too stronk, which =/= harsh, so some balancing debuffs would be ok.
And yeah, I guess they do, Knighted, but that's only if a competent CMO is on. (Although most CMOs are competent by what I've seen, there's always one or two bad dicks in the bunch.)
So if I need a clean SE I need to inject myself with charcoal afterwards? silly
Not to mentions that "Hubayans" buffs are a mix of vox and IPC with the disabilities of a diona... I`m not saying it's a bad idea (because I like the backstory), I`m saying that you should change the buffs and disabilities to make them more of a special snowflake. In the good way
I play the CMO and RD alot and I can tell you the only reason genetics is currently shared between departments is to give the RD easy access to medbay.
Irrelevent, you can change the name with the DNA modifier (it's been said here already). You just have to deal with it... If you got gibbed and somehow your brain found its way to medbay you'll get a new body with a new identity but you'll still retain your old memories (like in the movies). But it's not up to me to decide, it's the administration

Alright let me note up a couple of things...
First, you NEED the torso and the head (and a brain inside it) to be able to clone a person. Why? Because the cloner scans the body for any injuries in order to evaluate if the person is alive or dead to perform the cloning procedure, which is taking the soul from the dead body and putting it in a regenerating one in the pod. So If you just smack brains there, CODE wise it won't be able to recognize if the body of the brain suffered any damage so it won't clone it.
Second, if we can do it with a brain why not with blood? a toe? or any other limb?
