I can already see how messy this will be.
If the game was centered around this thing alone then sure. But it is not, so ghosts being able to interact with other alive people other than "boo!" is gamebreaking, metagaming inducing and will just be a pain for players and admins

thats two sprays away from crit, and I dont think they regenerate that, I might be wrong.
Anyways they should first off only regenerate brute, and perhaps easier get lit up in flames

Already briefly talked to some of the staff about it, I was worried as well so I guess this was just a well written trigger, and I will push to make changes to our current appeal system, but as it stands now it would be the higher authority that decides a final verdict if there would be a conflict.
I still want to add some basic rules to how to correctly fall a verdict on any appeal, for an example that you need at least two of staff to review it and that you need someone else's opinion before denying / accepting, because yes we are all biased to some extent.
However this is not my decision, I am just brainstorming, but I note fox and ponies about this thread, and hopefully get a change and opinion about this

I'd love to enforce it, go ahed and admin help those security people who just see someone "suspected" or "confirmed" a syndicate, but not lethally armed and open fire with lethals.
I hate it when that happens, only reason it should be acceptable to do that is if they have been known for opening fire on officers trying to apprehend them before, or have something that is directly lethal to the officer, like an energy crossbow, energy sword, ranged weapons etc.

Exploding Butts - Causes brute damage to the groin of all non-casters in range. 50/50 chance for the butt of an affected entity to be removed. 50/50 chance of a removed butt exploding into gibs. Robeless spell.
Summon Meat - As Fireball, creates a projectile and sends it in the direction the caster is facing. Instead of exploding, the projectile deals brute damage to the first thing it hits, then explodes into blood, gibs, meat, and bones with a wet, squelching sound. If it hits a person, everything that person is wearing is now covered in the maximum amount of blood and cannot be cleaned. Robeless spell.

I am going to say it again, I do NOT see this happening at all on our server.
First off it will unbalance pretty much everything, it will cause more problems than it will improve gameplay and to top it all off it will require A LOT of work with coding, sprites and balancing.
It's a lot more work, pain and balancing than it would yield

Quick note I need to make before I take on the rest of this thread
Gamma armory is unbreachable, unhackable and telescience proof
Try a welder on the walls, it won't work, try C4 on the walls or door, it wont work.
Now for the gygaxes, I agree with you, it is too much to rely on that the roboticists are able / capable / present to equip them, lockboxes would be a viable option for weaponry
As for charges, I can see two wall mounted in security, one in warden and HoS office and one at the shooting range
I think two more in security lobby would suffice
As for red alert, we did it because there were nobody using security alerts AT ALL, after we added the red alert restrictions more people used the codes because they were needed too.
After the recent surge I guess you could say we got a lot more new and inexperienced players, thus they are not using it as much as we would want them to, a fix for this is for admins to manually do it, send a message to centcom to let them know of the problems on the station and that you require assistance, thats a way for you to do it anyways.
An idea would be to add the ability of sending an emergency message to centcom as AI
