If your head isn't attached to your body, you're dead and therefore can't be flashed anyways so I'm not sure what this thread is about.

Blind people, unless in rare circumstances, can still be disoriented by blinding/bright light because the optic nerve is still intact (despite not functioning adequately). The number of blind people who can see absolutely nothing is the minority in the blind/deaf community. Flashes are also blocked by any form of sunglasses (sans the cheap ones) or welding protection (which includes every hardsuit and syndicate spacesuit).

In this instance the optical sensor is genuinely removed - so this makes sense.

I assume the flash only checks for valid face protection, and doesn't look to see if someone actually has a vision organ.
