Belts, such as medicine belts and tool belts should add additonal pocket slots to your HUD instead of behaving like a normal container. 

The purpose of a belt with individual pockets or rings for tools is to allow for quick access without fumbling through a pack. Currently, belts must be opened. They do not provide a speed advantage and are functionally identical to satchels and backpacks.

Don't want to say be careful what you wish for but on some servers people have to remove their backpacks in order to access them. Its not that belts don't offer more speed. Its that our Backpacks are so convenient. As long as you leave the window open its just one click to get at anything, I'm not sure if its even possible to improve on that.

Yeah, it's probably a bit of QoL instead of 100% realism with the backpacks, i think one problem with making it fixed storage is where? The normal inventory is already in use, lower part of the screen is already quite packed, where the whoole inventory lives.
Then codewise, it probably needs a good bit of special handling, can't just take the simple storage type handling.
