this came up in a discussion on discord. General SOP for green alert says this about gateways:

  • The Gateway is not to be opened without permission from the Captain or Acting Captain;

This begs the questions, what does it mean to open the gateway? Does opening the gateway mean turning it on or does it mean opening up the shutters for public use?

I recommend we alter the clause to this:

  • Excursions are permitted in the gateway upon permission of the Head of Personnel or Captain but permission may be retracted at any time. However, the public gateway shutters themselves are not to be opened without explicit permission from the Captain.

I considered keeping "Acting Captain" in there but it bloats the clause up a bit and seems redundant since Acting Captain is Captain in all respects except title and security of position.

That still leaves the question open though: what about explorers? Because explorers of course have gate way access, so they could technically just avoid listening to the rule or genuinely forget. It also leaves the question open, who has control over hiring the explorers, cause they are listed in service, and the HOP is the head of service, but captains often restrictions and requirements for the HOP to hire explorers

HoP has the authority to hire explorers, since they are the head of the service department (which explorers fall under) they have the right to hire service staff and therefor don't need the Captains approval. The captain, however, does have the authority to overule command staff as long as they aren't doing it in a way that violates SOP or Space Law. Both have control over it, however the Captain has final say over it if they decide to rule on it.

This clause I've recommending has no impact on the hiring of explorers because that process is already well defined within SOP and doesn't need further clarification.

Explorers going into the gateway after the HoP/Captain have declared that they will no longer allow excursions into the gateway are up for demotion due to insubordination (which is one of the more common demotion causes).
