Both of them are arguably not Command.

NTR is there to advise, not command.

Blueshield is there to guard, not command.

 

Just because they have access to Command radio, does not make them Command.

The idea of the Crew Manifest is so that people know who they're dealing with/who to talk to. Having them listed as 'command' despite their advisory role(the blueshield is considered an adviser in their own right) would let people look at the manifest know who to contact, and would generally just be better than them being 'miscellaneous'.

 

The "NT VIP" category idea has some merit, but would it have enough people to be useful?

It would be better to make Legal group for IAAs, NT rep and Magistrate. Blueshield remains in mescellaneous because it is a support job for heads of staff.
