Have disarm drain the stamina of people as well as the chance to disarm someone, rather than the knockdown being based on being lucky with RNG. Non-lethal hand to hand combat that can save so many excessive force issues.

I think this is the first time I've seen this come up. Having disarm spam drain stamina down to about 50% (very noticeable slowdown) would not be a bad thing at all, and wouldn't remove the mechanic/RNG the hell out of it.
