Typically, only Paradise staff of the rank of Game Admin or higher are allowed to play as CentCom Officers.
If a CC officer is verified as a real agent, then they can be assumed to have an admin's permission to act as they are.
 
CC Staff exist in a cross of OOC and IC bounds. They are the enforcement arm (with the deathsquad) of CentComms orders. Because following orders from CentComm is part of "doing your job" for most roles, it can be considered an OOC offense to not properly follow their orders.
